Прямая речь выделяется кавычками и считается отдельным предложением.

He  said ‘’ I am singing’’.

Для того, чтобы перевести прямую речь в косвенную, нужно опустить запятую после слов, вводящих прямую речь, и кавычки. Часто косвенная речь в английском языке вводится союзом that, который, впрочем, может быть и опущен:

He said (that) he is singing.  

Глагол to say, после которого следует дополнение, заменяется глаголом to tell

He said “ I am playing”.

He told that he was playing.    Личные и притяжательные местоимения заменяются по смыслу, времена глаголов в придаточном предложении изменяются согласно правилам согласования времен;
